PCN FAQs

We have posted some of the most common questions we’ve been asked, as well as their answers here.

Your vehicle was found to be in breach of the terms and conditions of the car park, which are clearly set out on the signage displayed within the car park.

The terms and conditions of parking are clearly set out on the signage displayed within the car park.

Due to legal procedures, we are unable to make appeal adjudications over the phone. All enquiries must be forwarded to us in writing.

You can pay online, over the telephone and by post. All methods of payment are clearly mentioned on the notice received by you.
The easiest way to pay your PCN is by clicking the Pay Online button above using a debit or credit card. You will need your PCN reference number, your vehicle registration number, and the card you wish to use.

If you fail to pay the Parking Charge Notice within 28 days from the date of issue this may result in your case being transferred to a Debt Recovery Agent, which may incur additional debt recovery costs charges or court costs. The collection procedure will be processed in line with the Administration of Justice Act 1970.

The car parks in which we operate are private property, therefore contract law applies. The terms and conditions of the car park are clearly displayed on signage within the car park. When parking on private land, a motorist freely enters into an agreement to abide by the conditions of parking in return for permission to park. The Parking Space Ltd has written Authority to manage and enforce the conditions of parking by the landowner for all our car parks.

Regulation 27 of the Road Vehicles (Registration and Licensing) Regulations 2002 requires the DVLA to release information from its vehicle register to anybody who demonstrates ‘reasonable cause’ to have information made available to them. Unauthorised parking on private land is designated as ‘reasonable cause’.

The level of charges issued for any parking violations on private land must be reasonable and fair. This is supported by the IPC Code of Practice and was recently upheld by a Supreme Court decision. If you do not believe your PCN is fair or reasonable then please start an appeal by clicking the link below.

Please note an appeal based on a belief that the PCN charge is unfair or unreasonable will in itself be rejected.

Appeal Penalty Charge Notice.

If you were not driving the vehicle at the time in which the Parking Charge Notice was issued you should provide us with the details of the driver of the vehicle by writing to us.

The terms and conditions of parking are displayed within all our car parks and state as part of these that “your pay and display ticket should be clearly visible at all times”. You are still liable for the PCN if this is not the case.

Unfortunately, not. The Department for Transport’s Blue Badge scheme applies only to parking on the public highways, not on private land. Whilst some landlords may voluntarily offer concessions to blue badge holders, the full tariff is generally due. This is set out in our posted terms and conditions on site.

The terms and conditions of parking are displayed within all our car parks and state as part of these that you are required you to park within the marked confines of a bay. Violating these terms contravenes our terms of parking.

The responsibility is on the driver to pay before leaving the car park. If our machines are out of order the instructions are clear, and you can either:

  • Use our Pay by Phone Service
  • Use another parking meter if one is available within the car park.
  • Vacate the car park and use an alternative place to park.
  • Agree to pay The Parking Space Limited £100 by remaining on the site as per the terms and conditions of parking.

Yes. You can appeal a Parking Charge Notice (PCN) here. Your appeal will be assessed by a trained assessor. Whilst we deal with all disputes as quickly as possible, this process can take up to 28 days. No further action will be taken for non-payment of your PCN until the appeal decision has been made.

If the appeal is unsuccessful, you will be provided with the contact details of the Independent Appeals Service (IAS). The IAS will not accept an appeal if you have not appealed to the operator beforehand. If you choose to appeal to the IAS and your appeal is unsuccessful then you will lose the right to pay at the reduced amount.

The independent appeals service considers aspects of law. It will determine whether the driver has complied with the terms and conditions of the contract or committed trespass and if so, whether enforcement action is fair and reasonable and if the driver is liable for payment of any charges as a result.
